While the image isn’t as clear as it could be, this does appear to be an outdoor caning!! From the position involved it also looks like some backhand strokes are being given, which, for anyone who has handled a cane, is very difficult to control. The picture looks to be from around the early 1920s and my guess is that it is a F/F image.

Although it’s in shadow I got the sense that the ‘canee’ is smiling, which is certainly true of the caner, so it looks like it’s posed for fun, hence the backhand.
