They do things differently in Sooner country. This is from Oklahoma State University in 1936. This is a very unique sorority spanking in that the housemother is using a long cane like implement to use on the pledge. More fascinating bits of history. The cane does not have the history in the U.S. that it does in the U.K., and since as you note pledges normally got the paddle, I can’t explain this at all. Possibly that’s a stick rather than a cane, but even so…
