I fear that this may be a wolf in sheep’s clothing move as you can clearly see that ‘Mom’ is still holding her own paddle. I have a feeling that Mom got to use her paddle on her ‘daughter’ far more frequently 🙂

Fine discovery! I think it may have been customary in this particular sorority for the new pledge “daughter” and her “mother” to exchange swats, so yes, “Mom” either has already given her “daughter” a swat or will do so after she gets her own – great fun!
Specific paddling practices vary considerably among U.S. fraternities and sororities.
Ah, but what about paddling the actual housemother?
